one thin i hate the most is to write!!!
anyways, i feel in official context the writin should be formal amd clear... definitely it is impo to maintain uniformity ,to avoid ambiguity or any catastrophic misinterpretations which would cost the organisation as wel as the person concerned severely!!! otherwise it can be casual in other informal places!!!
Had a tough time reading your post.I feel that this kinda writing should be restricted to places where the quantum of communication is small,say an sms or an orkut scrap.Otherwise it would be better idea to go in for the original style of written english.Because this type of writing reduces the comprehension level and worsens the plight of the reader..Imagine reading 500 pages of this kinda stuff for any exam.Eeks!!It would be horrible..the very few who study would also stop studying..

formal should stay formal and informal can be either formal or informal.. Even at informal circumstances this kind of shrinking spellings to show you are a master of language is causing abnormal reactions! People at the other end may get the meaning in a completely wrong context and cause communication gap between even pears.. So expanding our little full forms to keep it simple and clear is a wise idea!
